Commission B - Dishub Discusses Allocation of ETLE Grants

The Jakarta Legislative Council (DPRD) Commission B, held a joint working meeting with the Jakarta Transportation Agency (Dishub) for Polda Metro Jaya Traffic Directorate.

The meeting, which was held in the Commission B Meeting Room discussed the allocation of grant funds for Phase III of Electronic Traffic Law Enforcement (ETLE).

Commission B Chairman, Ismail expressed that traffic control through ETLE is an IT-based law enforcement effort. Thereby, this system needs to be supported considering its positive impact on the city's progress.

"All that's left now is how to evaluate it periodically, thus later we can perfect it. Not only in terms of quantity and number of points, we are also looking well into the future," he expressed, Tuesday (1/24).

The same statement also came from Commission B Coordinator, Rany Mauliani. She assessed the system should be customized. His party had never hindered everything that was needed by the people and the progress of the Jakarta economy

"This is a very interesting system because now is the digital era. Jakarta should not be inferior to other big cities," he added.

Dishub Head, Syafrin Liputo explained ETLE has many benefits such as better data collection on motorized vehicles, then more efficiency, as there is no manual enforcement.

Then it can reduce congestion or debate between officials and the community. Another benefit is that people are more disciplined as they feel they are being watched 24 hours and can minimize accidents.

"Surely, by encouraging the use of electronic ticketing, we will feel the benefits in the future. Thus, Jakarta will be more orderly, safe, and comfortable,"  he stated.

According to him, the request for a 2023 grant budget from Polda Metro Jaya's Traffic Directorate to the Jakarta Government amounted to Rp 75,477,263,795. This budget is for the development of ETLE Phase III at 70 points in five cities of Jakarta, adding 47 checkpoint cameras (checkpoints) and 23 e-police cameras.

He hoped that the signing of the Regional Grant Agreement (NPDH) would be carried out soon, thus the police Ditlantas can immediately work and install ETLE.

"Thus, by the end of 2023, it is ready to be implemented to support traffic law enforcement in Jakarta," he continued.

Polda Metro Jaya's Traffic Directorate, Com. Pol. Latif Usman recorded that the number of vehicles in Jakarta has now reached 22.4 million with a road length of around 7,800 kilometers which has caused a buildup of vehicles. Therefore, ETLE is deemed very important to be implemented for vehicle order.

As for the enforcement of the ELTE application are vehicles running red lights, violating road markings, going against the flow of the road, using cell phones while driving, not using seat belts, violating odd-even numbers, over-speeding vehicles, not wearing helmetsx etc.

"Thank you to the Jakarta DPRD for supporting our task in procuring static ETLE since 2019. We'll continue to bring a more modern face to Jakarta," he stated.
